Sounds like you have some knowledge of git, you could always clone the repo and `sudo scons install-pytools`.
Note that last time I looked, it will install /usr/local/share/wesnoth/data/tools/wmlindent and /usr/local/bin/wmlindent (for example). /usr/local/bin/wmlindent won't work (unless perhaps if you run it from /usr/local/share/wesnoth/data/tools). I just delete wmlindent wmllint and wmlscope in /usr/local/bin and replace them with links to /usr/local/share/wesnoth/data/tools.
There's probably a better way, but I build anyway so this works easily for me.
