A third option might be Ras-Tabahn (as a tie in with SotA), shedding some light on his origins? Maybe he was an accomplished magician amongst the wesfolk and in line to become a lich-lord before the events of TRoW destroyed their cult and the secrets of necromancy along with it? Though I would only want to try something like that with Beetlenaut's blessing and I would need to review SotA to see if the role could work for this character.
Ah, so in WoF we'd encounter Ras-Tabahn as a young(er) necromancer, and he's guaranteed to escape the scenario alive? If Beetlenaut approves, I think that sounds like a great idea.
In your opinion, what is the price point where a recall becomes too expensive for army building to be enjoyable? Would you find 75% recall cost too high for that?
My only gameplay with variable costs has come from SoF and Nightmare UtBS (and one specific instance in EI with 10g ogres), but I did unfortunately feel that even UtBS's 67% was far too high - though part of that may be related to the very high cost of some UtBS units. Just my opinion though; not necessarily representative of the playerbase.

Not saying this can't work, but at a glance I'm not sure how I feel about it. For example, with this system a Flare costs 33g to recall, but a Flameheart only costs 22g.

If I had to come up with a variable-recall system, I might propose something like 5 * unit.cost^0.4, (unit.cost+45)/4, or 4 * sqrt(unit.cost)
Possibly. On the other hand, it may seem that way due to survivorship bias. So only those players who tolerate that punishment stick around long enough to report their hard won success stories online where we can read them.
Very fair, that's a good point.
I think there may be one more approach which could potentially eliminate recall costs altogether, eliminate turn limit penalties altogether and fully embrace player army building.
Such a proposal certainly sounds exciting, if it could be done well! I'd briefly considered something similar for HttT, but felt it would be too complicated for a flagship campaign that's already seeing major changes - but that doesn't mean it couldn't be done well elsewhere.
